Meet the Board

Jackie Jarrell, President

 Jackie Jarrell, P.E., is a Principal Consultant at Raftelis who has dedicated her 38-year career to public service and the water sector. Throughout her extensive tenure at Charlotte Water, she managed all aspects of utility operations, including during her historic role as the organization's first Latin American woman to serve as Deputy Director. Driven by a strong commitment to community support, Jackie proudly serves as the inaugural President of the Helping Hands Outreach H2O Foundation during its first year of operation. Her service-oriented leadership extends globally, having served as a Past President of the Water Environment Federation (WEF) and volunteered with Water for People in Bolivia. She continues her active contribution to the industry today as a recognized WEF Fellow. As a proud alumna of UNC Charlotte, Jackie supports the next generation of engineering students by serving on the university's Civil and Environmental Engineering Advisory Board. 

Angela Charles, Ex Officio President

 Angela Charles is the Director of Charlotte Water, the first African American and woman to hold this position. She leads over 1,200 staff with a $546M+ budget and a $2.29B+ five-year capital plan. A 2022 WEF Fellow with a background in engineering, she focuses on infrastructure, sustainability, and community affordability. 

Denada Jackson, Vice President

 Denada Jackson is Vice President at NP Strategy with experience in public relations. As a member of the Board of Directors for Helping Hands Outreach, she brings expertise in strategic communication, community engagement and public affairs. Jackson is passionate about removing barriers for families to thrive and is committed to advancing the organization’s impact throughout Charlotte-Mecklenburg.  

Linnell Stanhope, Secretary

Linnell Stanhope serves the H2O Foundation as Secretary. She hopes to contribute thoughtful decision-making to ensure responsible growth to position the Foundation for long-term sustainability and impact. She has dedicated her career to strengthening essential water infrastructure and supporting the communities it serves while working alongside public utilities and community leaders. Linnell will use knowledge gained to support the Foundation’s goals and mission to prevent residential water service disconnections by supporting families during short-term financial challenges.  

Greg Phipps, Treasurer

Greg is a retired National Bank Examiner formerly with the Office of the Comptroller of the Currency (OCC) US Treasury Department. He brings considerable experience in regulatory compliance, operational and credit risk management having supervised complex bank examinations at the largest financial institutions in the U.S. and abroad. As a former Senior Director at Alvarez & Marsal, LLC, Greg personally participated in turnaround strategies for large corporate clients. A&M is a leading global professional services firm that provides advisory, business performance improvement and turnaround management services. Mr. Phipps also brings extensive experience in municipal governance as a four-term former Charlotte City council member. Greg has a deep affinity for clean, accessible water for all customers throughout the Charlotte-Mecklenburg region. He has personally “cut the ribbon” for several critical water infrastructure projects crucial to water availability, and is a proud graduate of the inaugural class of the Catawba Wateree Citizens Academy.

Barbara Bleiweis, Board Member

Barbara Bleiweis is Chair or the Mecklenburg Soil and Water Conservation District Board of Supervisors and Vice Chair, Charlotte Water Advisory Committee, representing neighborhoods with experience in public service and natural resource conservation. As a member of the Board of Directors for Helping Hands Outreach, she brings her expertise in new program and partnership development. Ms. Bleiweis is passionate empowering others with resources and support to help them succeed. She is committed to advancing the organization’s impact in the Charlotte-Mecklenburg community.

Dr. Kim Eagle, Board Member

 Dr. Kim Eagle is the Town Manager of Christiansburg, Virginia with nearly 30 years of distinguished experience in local government management, public administration and strategic leadership. As a member of the Board of Directors for Helping Hands Outreach, she brings expertise in fiscal management, organizational leadership and infrastructure development. Dr. Eagle is passionate about delivering high-quality public service and is committed to advancing the organization’s impact in the Charlotte-Mecklenburg community. 

Mike Osborne, Board Member

 Mike Osborne is a Professional Engineer and Vice President at Black & Veatch and former Chair, Board of Trustee member and volunteer of NC One Water, which is the North Carolina State Affiliate of American Water Works Association and Water Environment Federation.  Mike has extensive experience supporting utilities with Water and Wastewater planning, design and construction. As a member of the Board of Directors for Helping Hands Outreach, he contributes expertise in non-profit management, fund raising, and community outreach. Mr. Osborne is passionate about helping neighbors in need and is committed to advancing the organization’s impact in the Charlotte-Mecklenburg community.  

Glenn Moglen, Board Member

Glenn Moglen is a Professor and Chair of the Department of Civil and Environmental Engineering at UNC Charlotte. His expertise is in hydrology and water resources. As a member of the Board of Directors for Helping Hands Outreach, he brings expertise in strategic planning and the technical complexities of urban water infrastructure. Dr. Moglen is passionate about the intersection of engineering and social equity, ensuring that clean water is recognized as both a physical necessity and a basic human right. 

Chris Thomson, Board Member

 Chris Thomson is Senior Director of Marketing and Customer Service for Xylem's Smart Water Division. With over a quarter of a century in the water industry, his background spans feasibility studies, project design, construction administration, product management, and now marketing. He is passionate about water and regularly teaches and presents at operator schools and industry forums.  Chris holds a Master’s in Environmental Engineering and is a registered Professional Engineer in North Carolina and Maryland.
